Argentina biofuels forum urges Deputies to pass bill this year, citing US$500M in investments

At the third Public-Private Biofuels and Bioenergy Forum in Córdoba, attended by more than 250 people, speakers urged Argentina's Chamber of Deputies to take up the new national biofuels law, which has already received half-sanction in the Senate, with the aim of having a new law in place by the end of the year. Senator Flavia Royón, chair of the Senate Energy and Mining Committee, said the bill would unlock US$500 million in investments, more plants and development in Salta, Tucumán, Jujuy, Córdoba and Santa Fe, and called the current framework a constraint, saying a more competitive framework should also cover biomethane and aviation fuel. Córdoba infrastructure minister Fabián López said the debate had moved from theory to the concrete possibility of a new legislative framework, describing the moment as pivotal after the Senate's half-sanction.

ASA: biofuel demand offsets weaker soybean export demand only in 2026/27 projection

American Soybean Association economists modeled U.S. soybean prices against marketing year 2023/24 demand levels. Weaker export demand cut soybean prices by an estimated net $0.87 per bushel in MY 24/25 and $1.38-$1.81 in MY 25/26, while growing domestic biofuel demand added $0.22 in MY 25/26 and a projected $0.42 in MY 26/27. Only in the projected MY 26/27 case - conditional on October 2026 USDA WASDE estimates, including resumed Chinese purchases - does the combination turn net positive, by an estimated $0.18 per bushel. Soybean oil use for biofuel rose from nearly 8.9 billion pounds in 2020 to about 14 billion pounds in 2025. The analysis attributes part of the export decline to rising Brazilian production and China trade disruption; China is on track to buy just over 12 MMT in MY 26/27 versus 22 MMT or more historically.

Clean Fuels welcomes EPA proposal to reallocate 2025 small refinery exemptions

EPA Administrator Lee Zeldin announced the release of the Reallocation of Additional 2025 Small Refinery Exemptions proposed rule. EPA proposes adding supplemental volumes to the current Renewable Fuel Standards so the standards finalized on April 1 are not eroded by the small refinery exemptions granted on August 31. EPA is proposing and taking comment on two approaches for reallocating 100% of the 770 million RIN difference between estimated and granted 2025 exemptions: split the supplemental volume between 2026 and 2027 obligations, or add the full supplemental volume to 2027 obligations. Clean Fuels Alliance America welcomed the proposal and urged EPA to finalize adding supplemental volumes to both 2026 and 2027.

Companies are the missing piece to finance SAF, IATA, Airbus and Accenture say

IATA, Airbus and Accenture released a study in Brussels on the market for sustainable aviation fuel environmental attribute certificates, arguing that corporate purchases of the certificates could become a new source of SAF financing. The study estimates corporate procurement could support 1 million to 1.9 million tonnes of SAF by 2030, up from about 323000 tonnes in 2024. Certificate prices, unclear carbon accounting rules and complex procurement remain the main barriers; the study calls for clear accounting rules, interoperable traceability and simpler purchasing. Corporate demand alone will not close the gap, and government support and capacity growth are still needed.

India's SAF sector could become a new market for US corn

The US grain industry sees India's sustainable aviation fuel (SAF) sector as a potential new market for American corn, according to UkrAgroConsult. The concept involves using corn-based ethanol in alcohol-to-jet (ATJ) technology to produce aviation fuel. The US industry is also promoting imported corn for ethanol aimed at higher road-fuel blending levels such as E85, while India's existing E20 program would continue to rely mainly on domestic feedstocks. US representatives expect India's future ethanol demand could eventually exceed its domestic feedstock capacity, and see India's existing ethanol distillery network as a foundation for SAF production — though technology investment, certification and long-term offtake agreements would be needed. Access for US corn to the Indian market remains sensitive due to protections for domestic farmers and restrictions on GM products, so the US industry is pushing to focus the discussion on ethanol's lifecycle carbon footprint rather than feedstock origin alone. Hindustan Times separately reported that US companies are also exploring investments in SAF facilities in India using ATJ technology.

AliançaBiodiesel backs ANP restriction on biodiesel sales between distributors

Brazil's National Agency of Petroleum, Natural Gas and Biofuels (ANP) has restored a 24-month ban on fuel distributors buying and selling biodiesel among themselves. AliançaBiodiesel, an alliance created by Aprobio and Abiove, welcomed the decision, saying it helps combat so-called "bionotas" — paper-only transactions with no corresponding physical movement of biodiesel or actual blending into diesel A. The alliance said the restriction strengthens product traceability and ensures the biodiesel used for mandatory blending is actually produced, sold and delivered under ANP rules. Aprobio president Jerônimo Goergen said such practices harm compliant companies, distort competition, reduce market transparency and hurt public revenues. Abiove executive president André Nassar said the decision brings the legal certainty and regulatory predictability the sector needs. The alliance advocates making the ban permanent after regulatory impact analysis, consultation and a public hearing.

Nel ASA and Rheinmetall sign MoU on decentralised synthetic fuel production for defence and critical infrastructure

Nel ASA (Norwegian electrolyser manufacturer) and Rheinmetall AG have signed a memorandum of understanding to explore joint opportunities in decentralised renewable fuel production for defence and critical infrastructure. The collaboration pairs Nel's electrolyser technology for renewable hydrogen with Rheinmetall's Giga PtX concept and systems-integration expertise to assess scalable, modular solutions for localised production of low-carbon synthetic fuels. Norway is the first target market, with Rheinmetall seeking a local champion partner in each market. The synthetic fuels would be drop-in substitutes for conventional fuels without changes to end-use applications; producing them near demand centres aims to reduce reliance on centralised production and long, vulnerable supply chains, strengthening energy security and preparedness.

Aviation roadmaps overshoot planetary limits, Nature Communications study finds

A study published in Nature Communications finds that none of the currently proposed aviation roadmaps for climate mitigation bring the sector within its share of Earth's planetary boundaries. Assessing scenarios from ICAO, ATAG and the EU's ReFuelEU Aviation initiative, the authors find systematic transgression of the two core boundaries, climate change and biosphere integrity, regardless of storyline, allocation principle or biofuel production pathway. Historical aviation impacts from 1940 to 2022 alone already transgress those boundaries under the ethics-based allocation. Beyond 2022, fossil kerosene drives the transgression, while the environmental burdens of biofuels and e-fuels are highly sensitive to production pathways. The authors conclude that technological improvements alone are insufficient and that combined actions including ambitious demand-side measures are required. Under the study's scenarios, air traffic would need to degrow by 8.6% per year for additional planetary boundaries to be respected.
