European Commission updates EUDR Information System User Guide (v3.0)

The European Commission has published version 3.0 of the EUDR Information System User Guide for Economic Operators (updated 16 September 2026), with step-by-step guidance on account registration, EU Login, user roles, and creating/managing Due Diligence Statements and Simplified Declarations, plus dashboard use and grouping functions. It also clarifies roles and responsibilities, including re-import procedures: where a qualifying re-importer has not received the original reference number from its supplier, a conventional reference number may be used in the customs declaration (prescribed format 22EU2222222222). The Commission will run virtual training sessions in October 2026: Due Diligence Statements for upstream operators on 13 and 22 October, and Simplified Declarations for micro/small primary operators on 15 and 27 October (Malaysia time, GMT+8). For Malaysian palm oil exporters, EU operators may increasingly request origin, geolocation, traceability and legality data to support their own compliance obligations.

Argentina biodiesel exports to EU nearly quadruple after Parliament rejects soy reclassification

Argentina's soybean biodiesel exports to the EU nearly quadrupled in about three months, rising from 50,000 tonnes in the first half of 2026 to around 220,000-230,000 tonnes across reports, after the European Parliament on July 8 rejected a European Commission proposal to amend Regulation 2019/807 that would have classified soy as a high ILUC (indirect land use change) risk feedstock. EU-bound shipments had frozen from March as importers avoided regulatory risk; a coordinated effort by industry body Ciara-CEC, Argentina's foreign ministry and its EU embassy secured the Parliament's rejection, which importers took as clearance to resume buying. Ciara-CEC president Gustavo Idigoras projects full-year shipments to the EU could exceed 300,000 tonnes; the EU is Argentina's only biodiesel export market. Idigoras also noted that Black Sea-related diesel price rises made Argentine soy biodiesel more competitive in Europe. The regulatory debate is not over: the Commission must redraft the Regulation 2019/807 amendment.

Alpine plans HVOlution use for its European Formula One logistics

Biofuels International reports Enilive’s planned supply of HVOlution for Alpine’s European Formula One logistics vehicles. The producer says the fuel uses renewable feedstocks, mainly waste oils and fats, and cites a 79.5% average lifecycle reduction for its 2025 fuel. The reported fleet transition remains prospective; the figure is a producer fuel assessment, not measured savings from Alpine’s completed fleet conversion.

EASA reports an EU SAF share of 2.8% in 2025, above the 2% mandate

The European Commission reports that EASA's annual ReFuelEU review recorded 1.1 million tonnes of SAF supplied at EU airports in 2025, representing 2.8% of aviation fuel supplied and exceeding the 2% minimum. The Commission also says about 50 synthetic aviation fuel projects were awaiting final investment decisions. Those planned projects are separate from operational capacity.

Why it matters:A public regulatory implementation report covering actual reported supply and the separate synthetic-fuel project pipeline.

Clean-fuel groups contest hydrogen accounting under synthetic-fuel targets

Global e-Fuels reports that more than 20 organisations urged the European Commission to prevent hydrogen used in biofuel processing from counting towards dedicated synthetic-fuel targets. Their letter concerns HEFA/HVO hydrotreatment and ReFuelEU e-SAF obligations, seeking clarification during RFNBO delegated-act revisions. This is a policy intervention and interpretation dispute; the report does not establish that the contested accounting method has been approved.
