Rio Grande do Sul creates sectoral chamber for oilseeds and biodiesel

Rio Grande do Sul's agriculture secretariat (Seapi) has instituted the Sectoral Chamber for the Oilseeds and Biodiesel Production Chain, a permanent consultative forum for dialogue among government, producers, cooperatives, industry, research institutions and other segments of the chain in the state. With the new chamber, Seapi now coordinates 24 sectoral chambers. The chamber will contribute to formulating, monitoring and evaluating public policies for the production, industrialization and marketing of oilseeds and biofuels, and promote research, technological innovation, knowledge transfer and good practices, as well as ways to overcome production, logistics, regulatory and market bottlenecks. Invited members include state secretariats, Famurs, Mapa, Fiergs, Farsul, Fetag, Ocergs, Emater/RS-Ascar, federal universities, Banrisul, Banco do Brasil, Sicredi, Aprosoja RS, Embrapa, Senar, Sebrae, Acergs, Aprobio, Abrascanola and Sindienergia-RS. Participation is unpaid public service. The creation was announced by secretary Marcio Madalena at the first national opening of the canola harvest.

ASA: biofuel demand offsets weaker soybean export demand only in 2026/27 projection

American Soybean Association economists modeled U.S. soybean prices against marketing year 2023/24 demand levels. Weaker export demand cut soybean prices by an estimated net $0.87 per bushel in MY 24/25 and $1.38-$1.81 in MY 25/26, while growing domestic biofuel demand added $0.22 in MY 25/26 and a projected $0.42 in MY 26/27. Only in the projected MY 26/27 case - conditional on October 2026 USDA WASDE estimates, including resumed Chinese purchases - does the combination turn net positive, by an estimated $0.18 per bushel. Soybean oil use for biofuel rose from nearly 8.9 billion pounds in 2020 to about 14 billion pounds in 2025. The analysis attributes part of the export decline to rising Brazilian production and China trade disruption; China is on track to buy just over 12 MMT in MY 26/27 versus 22 MMT or more historically.

Hormuz shock briefly made biofuel the cheapest bunker option, white paper finds

A General Index and LSEG white paper finds B30 (30% UCOME biodiesel, 70% VLSFO) became USD 74.61 per tonne cheaper than conventional VLSFO in Rotterdam in April once EU ETS and potential FuelEU Maritime costs are included, after costing USD 11-27 more in the prior three months. B100 UCOME traded at a discount to marine gasoil for eight weeks between March and May; the authors caution this was temporary, not a permanent shift. SAF prices rose USD 636 per tonne between February and March, and aviation would need carbon prices near USD 445 per tonne of CO2e to close the SAF-jet fuel gap.

Mazda's microalgae biodiesel R&D project selected for NEDO's FY2026 program

Mazda Motor Corporation has announced that its R&D project "Development of High-Density Microalgal Biofuel" was selected for the fiscal 2026 program of NEDO, the Japanese government agency that funds the commercialization of energy-saving decarbonization technologies. The project targets renewable HVO biodiesel refined from microalgal lipids. Mazda, which has researched algae biofuels since the 2010s together with Hiroshima University and the Tokyo Institute of Technology, will lead the upstream chain — high-density cultivation, harvesting, drying and lipid extraction — while Idemitsu Kosan will study refining the extracted lipids into usable fuel. Mazda says it has validated production of more than one liter of fuel in about two weeks from a 1000-liter cultivation tank. As a first industrial application, the company aims to factory-fill every diesel vehicle built at its Japanese plants with algae-derived HVO biodiesel in the early 2030s. Director and CSO Takeji Kojima framed the effort within Mazda's multi-solution strategy toward a regional circular energy model.

Canola area more than doubles in Brazil's Rio Grande do Sul as harvest opens

Rio Grande do Sul held the first national opening of the canola harvest in Ijuí on October 13, with the oilseed's area in the state estimated at 353397 hectares in 2026 — up 102.64% from 174394 hectares in 2025, according to Emater/RS-Ascar. Projected production is about 572000 tonnes at an average yield of 1619 kg per hectare, and the state accounts for more than 90% of Brazil's canola output. Driven by industry demand for biodiesel feedstock, 3tentos — one of the organizers — has invested R$60 million in its Ijuí plant to produce biodiesel from canola and is encouraging more than 100000 hectares of planting this year.

Brazil biodiesel margins narrow again in week 40 as plant costs outpace price hikes

In the 40th week of 2026 (40S), Brazilian plants sold biodiesel at an average of R$5,622.84 per cubic metre, up 2% from the previous week, rebounding after the sector broke a rising streak, according to ANP data cited by BiodieselBR. The price is up 14.8% over 17 weeks of near-uninterrupted gains since mid-June, moving back toward early-year levels — but still about R$300 (5.3%) short of the near-R$6 per litre levels seen at the turn of 2025-2026. BiodieselBR notes that rising plant costs outpaced the price increases applied over the past week, squeezing margins again.

Continental Refining to double biodiesel capacity at Somerset, Kentucky plant by November 15

Continental Refining Company (CRC) said its biodiesel production and fuel terminal operations continue without interruption while it undertakes a major expansion that will double biodiesel production capacity. The capital project began in August and is expected to be completed by November 15; CRC is also adding a rail spur connecting the facility to the Norfolk Southern main line so it can receive and ship biofuel nationwide. The company's 77-acre Somerset, Kentucky complex had its soybean crush plant idled after a July 5 fire; CRC is still evaluating repair and restart options and is seeking a regional partner to operate its grain elevator. In September CRC introduced P51, a higher-blend biodiesel product tested for several years in the fleet of affiliate White Oil Company.

Macron asks Brussels to ease fuel specs and allow B10 diesel as France faces fuel crisis

In a letter dated September 18 to European Commission President Ursula von der Leyen, French President Emmanuel Macron asked Brussels to temporarily ease EU fuel quality specifications (density, desulfurization) and to permit diesel with 10% biodiesel (B10) instead of the current B7 standard, as emergency measures amid a diesel crisis in France. Diesel prices in France climbed to about 2.39 euros per liter, and between 14% and 16% of the country's filling stations reported shortages of at least one fuel type in mid-to-late September 2026. French refiners estimate the changes could lift domestic fuel production by 5% to 20%. According to dpa, Macron proposed that, after consultation with automakers, a time limit be set for the relaxed rules.

Cuba denies any role in seized biodiesel shipments, energy minister tells Reuters

Cuban Energy and Mines Minister Vicente de la O Levy told Reuters in an exclusive interview in Havana (Oct 12) that there was "no contract of any kind with ENETEC S.A." and that no Cuban state-owned company had managed to secure any fuel contracts, rejecting US claims of government involvement in Cuba-bound biodiesel shipments seized in September. The US said last week it had seized 90 separate shipments of biodiesel worth nearly $3 million under contracts involving ENETEC, a sanctioned Cuban state energy trader, as part of a crackdown on fuel deliveries to the island. De la O Levy said US fuel exports are permitted only to Cuba's private sector, not the government, and imports cover less than 3% of the country's fuel needs. Cuba and the United Nations have called the US oil blockade illegal and contrary to international law.

GAPKI: 2027 palm oil prices may rise as domestic biodiesel use erodes exports

Indonesian palm oil association GAPKI expects palm oil prices to rise in 2027 as strong domestic biodiesel absorption cuts Indonesian exports. Secretary-General Hadi Sugeng Wahyudiono said the shift would tighten the global vegetable-oil balance and could push up cooking-oil and derivative prices at home. GAPKI remains optimistic that 2026 output can reach 58.8 million tons; full 2027 price projections will be presented by global analysts, including Dorab Mistry, at IPOC 2026 in Bali on November 11-13.

Argentina biodiesel exports to EU nearly quadruple after Parliament rejects soy reclassification

Argentina's soybean biodiesel exports to the EU nearly quadrupled in about three months, rising from 50,000 tonnes in the first half of 2026 to around 220,000-230,000 tonnes across reports, after the European Parliament on July 8 rejected a European Commission proposal to amend Regulation 2019/807 that would have classified soy as a high ILUC (indirect land use change) risk feedstock. EU-bound shipments had frozen from March as importers avoided regulatory risk; a coordinated effort by industry body Ciara-CEC, Argentina's foreign ministry and its EU embassy secured the Parliament's rejection, which importers took as clearance to resume buying. Ciara-CEC president Gustavo Idigoras projects full-year shipments to the EU could exceed 300,000 tonnes; the EU is Argentina's only biodiesel export market. Idigoras also noted that Black Sea-related diesel price rises made Argentine soy biodiesel more competitive in Europe. The regulatory debate is not over: the Commission must redraft the Regulation 2019/807 amendment.
